Thomas was the son of Thomas Jex-Blake of Burnwell, England, and husband of Henrietta Cordery (married 1857).
He was educated at Rugby School, Warwickshire, and University College, Oxford (BA in first class 1855, DD 1873).
He was a some time Fellow of Queen’s College, Oxford; Assistant Master at Rugby (1858–68); Principal of Cheltenham College (1868–74); Head Master of Rugby (1874–87); rector of Avechurch, Redditch (1887); and dean of Wells (1891).
