Fogg was an ev­an­gel­ist and cor­net play­er.

In the 1890s, he was ap­par­ent­ly liv­ing in the Cin­cin­na­ti, Ohio, area. A let­ter from him in the March 6, 1897, is­sue of The Li­ter­ary Jour­nal gives his re­si­dence as Cov­ing­ton, Ken­tuc­ky, and his age as 57.
