Witter at­tended the New York State Nor­mal School at Gen­e­see, the Un­i­ver­si­ty of Ro­ches­ter, and the Ro­ches­ter Bap­tist The­o­lo­gi­cal Sem­in­ary (1880), and en­tered the Bap­tist min­is­try in 1884.
