Son of J. F. Winks, William was educated at Chilwell College, Nottingham. He entered the Baptist ministry in 1865, and pastored in Allerton, West Yorkshire; Wisbech, Cambridgeshire; and Bethany Baptist Church, Cardiff (1906–14). His works include:
