Welch was educated at King’s College, Cambridge (BA 1882). He served as Provost of Trinity College, Toronto, Canada (1894–99); Rector of St. James Cathedral, Toronto (1899–1909); Domestic Chaplain to the Bishop of Durham; Vicar of St. Bede’s, Gateshead; Vicar and Honorary Canon of Wakefield (1909–18); and Rector of Southchurch (1918–32).
