William was the son of Daniel Weekley and Elizabeth Jane Pratt. He married twice, to Rosa L. Wilson and Emma L. Gibson.

A graduate of Asbury Seminary, Wilmore, Kentucky, Weekley was a bishop in the Church of the United Brethren in Christ (1905) (now part of the United Methodist denomination). His works include:
