Samuel was the son of Erik Andersson Wallgren and Martina Mattson, and husband of Ruth Adrena Swanson.
He graduated from the North Park Academy in 1902, and from North Park Junior College in 1904.
He earned AB and AM degrees from the University of Chicago, and in 1909 was elected to Phi Beta Kappa.
He taught high school for one year in Gary, Indiana, then returned to North Park as an English teacher in 1909.
He was appointed registrar in 1912, and served in that role until 1937. He was also academic dean from 1918 until his death.
The Wallgren Library at North Park University is named after him.
