Educated at Christ Church, Oxford, Tupper was a friend of British Prime Minister Gladstone. Prevented by a stammer from entering the ministry, he made his career as a writer instead. In 1881, he lived in Penge, Surrey, and was listed as an author and barrister (not in practice). His works include:
