Son of an or­gan­ist, Tours at­tend­ed con­ser­va­tor­ies in Bruss­els and Leip­zig. He moved to Lon­don in 1861, play­ing vi­o­lin and teach­ing. The next year, he be­came the or­gan­ist at the Swiss Church in Hol­born. Lat­er, he worked for No­vel­lo as an ed­it­or and ar­rang­er.
