Arthur was the son of Tho­mas Sul­li­van and Ma­ry Cle­men­ti­na Cogh­lan.

In ad­di­tion to hymn tunes, he wrote a great deal of po­pu­lar mu­sic, part­nered with Will­iam Gil­bert. His works in­clude:
