Josef was the son of cantor Josef Stark and Josepha Stark, and husband of Rosa Weinberger.
He emigrated from Austria with his family in 1871, settling in New York.
He wrote two operettas as a young man, and returned to Austria to study music in Vienna around 1885.
In 1891, he became cantor at Congregation Beth Elohim in Brooklyn, New York.
In the fall of 1893, he accepted a cantor position at Congregation Emanu-El, San Francisco, California, where he served two decades.
