Carl was the son of Knut Knutson Solberg and Aashild Haugen, and husband of Sina Marguerite Varland.

Educated at St. Olaf College, Northfield, Minnesota, and the United Norwegian Lutheran seminary, he was ordained in 1900. He served at churches in Vermillion and Yankton, South Dakota; Zion Evangelical Lutheran Church, Chi­ca­go, Il­li­nois (1906–11); Bethlehem Church, Minneapolis, Minnesota (1911–18); Madison, South Dakota; and St. Paul’s, Minneapolis. From 1937–45, he worked as an evangelist for the Evangelical Lutheran Church. His works in­clude:
