Skoog’s family emigrated to America in 1869. After a few years, they moved to Chicago, Illinois, where he was a church music director and taught in a parochial school. He used a middle initial, but had no middle name.
From 1891–96, Skoog served on the Minneapolis city council. He also served as organist, choir director, and Sunday School superintendent at the Swedish Tabernacle in Minneapolis (1886–1916).
He edited and published Veckobladet, a Swedish language paper, edited seven hymnals, including The Covenant Hymnal, and wrote over 300 hymns and anthems. His works include:
