Otis was the son of An­son O. Skill­ings and Ruth E. Sny­der, and hus­band of Mer­vyl Will­iams.

At the end of his life, Skill­ings was di­rect­ing the Sun­day morn­ing music and wor­ship at Tem­ple Bap­tist Church, Rock­ford, Il­li­nois.
