Shinn was the son of William Hooten Shinn and Sarah Wolfe. He studied under Phillips Brooks at the Virginia Theological Seminary, and graduated from the Philadelphia Divinity School in 1863. He became a Protestant Episcopal minister, and held rectorates in Philadelphia, Shamokin and Lock Haven, Pennsylvania. In January 1875, he became Rector of Grace Episcopal Church, Newton, Massachusetts, serving there 35 years. His works include:
