Garland was the son of Jas­per W. and Thur­za Ann Shir­ley, and hus­band of Jen­ny Lind Rue­bush, daugh­ter of James Rue­bush (mar­ried Sep­tem­ber 1, 1915, Day­ton, Vir­gin­ia).
