Son of Al­ex­an­der Russ­ell and Jan­et Jam­ie­son, Will­iam em­i­grat­ed from Scot­land, and was in Sa­van­nah, Georg­ia, by 1817, and sub­se­quent­ly at other lo­ca­tions. He was an ac­tive pro­mot­er of teach­ers’ as­so­ci­a­tions and sim­i­lar pro­jects, and did much to fur­ther the cause of Amer­i­can ed­u­ca­tion.
