Educated at Dids­bu­ry Col­lege, Rowe entered the Wes­ley­an min­is­try in 1853, and served as Gov­er­nor of Head­ing­ley Coll­ege (1888-1904). He wrote most of his hymns for Sun­day school an­ni­ver­sar­ies. His works inc­lude:
