Emmanuel was the son of Simon Poppen and Caroline Buerkle. He was educated at Capital University, Columbus, Ohio (BA 1893, DD 1928); the Graduate Lutheran Seminary, Columbus, Ohio (1895); and Augustana College, Rock Island, Illinois (Doctor of Humane Letters, 1942).

Ordained in 1895, Poppen served pastorates in Ohio, was on the Lutheran Intersynodical Hymnal Committee that produced the 1930 American Lutheran hymnal, and was president of the American Lutheran Church (1937–50). His works include:
