Phippen’s The Gentle Voice was published in 1900 in Toledo, Ohio.

Possibly he is Rosman H. Phippen, who submitted a bill for music performed in Biddeford, Maine, in May 1876 (Maine Memory Network, accessed 17 Jan 2024). The performers included an R. H. Phippen playing the organ.
