Joseph was the son of Daniel Parry and Elizabeth Richards.
Hiss family moved to Danville, Pennsylvania, when he was 13 years old, though he often returned to Wales.
He attended the Royal Academy of Music (1868–71), was Professor of Music at the University of Wales (1873–77), and received his doctorate of music from Cambridge (1878).
He taught at the University College of South Wales and Monmouthshire (1888–1903).
His works include operas, oratorios, cantatas, piano pieces, and hymn tunes.
