Millard was ed­u­cat­ed first at Mag­da­len Coll­ege School, then at Mag­da­len Coll­ege, Ox­ford (BA in hon­ors 1845, MA 1848, DD 1859). Tak­ing Ho­ly Or­ders, he be­came Cur­ate of Brad­field, Berk­shire, Eng­land, 1846; Head Mas­ter of Mag­da­len Coll­ege School, 1846; Fel­low of his Coll­ege, 1853; and Vi­car of Ba­sing­stoke, Hamp­shire (1864 to at least 1881). He con­trib­ut­ed a few hymns to the De­vout Chor­is­ter, by T. F. Smith, and al­so pub­lished:
