Millard was educated first at Magdalen College School, then at Magdalen College, Oxford (BA in honors 1845, MA 1848, DD 1859). Taking Holy Orders, he became Curate of Bradfield, Berkshire, England, 1846; Head Master of Magdalen College School, 1846; Fellow of his College, 1853; and Vicar of Basingstoke, Hampshire (1864 to at least 1881).
