Son of Gen­er­al João Ma­ria and Joa­quina Lei­vas Ma­ca­lão, Paulo re­ceived his early ed­u­ca­tion at the Bap­tist College and Coll­ege D. Ped­ro II. His fam­i­ly want­ed him to fol­low a mil­i­ta­ry ca­reer, and he en­tered the Mil­i­tary Col­lege of Re­a­len­go. In 1924, though, he gave his life to Christ, and spent his ca­reer as an evan­gel­ist and preach­er, work­ing in the Ass­em­blies of God de­nom­in­a­tion.
