Paulo was the son of General João Maria Macalão and Joaquina Leivas.
He received his early education at the Baptist College and College D. Pedro II.
His family wanted him to follow a military career, and he entered the Military College of Realengo.
In 1924, though, he gave his life to Christ, and spent his career as an evangelist and preacher, working in the Assemblies of God denomination.
