Jenner was educated at Harrow and Trinity College, Cambridge (LLB in honors 1841, DD 1867).
He was ordained in 1843 and held curacies at Chevening, Kent; St. Columb, Cornwall; St. Anthony, Cornwall; Leigh, Essex; and Brasted, Kent. He was appointed vicar of Preston-Next-Wingham, Kent, in 1854, and first bishop of Dunedin in 1866.
In 1870, he returned to his former position at Preston-next-Wingham. He resigned his bishopric in 1871.
