Horne at­tend­ed Glas­gow Un­i­ver­si­ty (MA 1866) and Mans­field Coll­ege, Ox­ford. Or­dained as a Con­gre­ga­tion­al min­is­ter, he served at the All­en Street Con­gre­ga­tion­al Church in Ken­sing­ton, Eng­land (1889-1903). Af­ter­ward, he be­came sup­er­in­tend­ent of White­field’s Cent­ral Miss­ion on Tot­ten­ham Court Road. From 1910-1911, he served as chair­man of the Con­gre­ga­tion­al Union of Eng­land and Wales. He was al­so Mem­ber of Par­lia­ment for Ips­wich.
