Hopps at­tend­ed the Bap­tist col­lege in Lei­ces­ter, Eng­land. He pas­tored at Hug­gles­cote and Ibs­tock, Lei­ces­ter­shire, then in 1856 was ap­pointe­d as­sist­ant pas­tor at the Church of the Sav­iour in Birm­ing­ham. Af­ter four years there, he served at Un­i­tar­i­an church­es in Sheff­ield, Dunk­i­nfield, Glas­gow, Lei­ces­ter (1876-1892), and Lon­don (1905-9). He al­so ed­it­ed the month­ly Truth­seek­er (1863-1887), and com­piled:
