Harker was a Bri­tish Sev­enth-day Ad­vent­ist min­is­ter. His fam­i­ly moved to the New­cas­tle-up­on-Tyne area in 1900, and he taught mu­sic for sev­er­al years out of his home in Simon­side Street in Walls­end. In 1916, he be­gan work­ing in the North Eng­land Con­ference of the Sev­enth-day Ad­vent­ists. In 1918, he be­came pre­si­dent of the Iri­sh Mis­sion, hold­ing that o­ffice four years. He then moved to pas­tor­al work in the South Eng­land Con­fer­ence. In 1939, he re­turned to the Bri­tish Un­ion to lead the Youth and the Home Mis­sion­a­ry De­part­ments, serv­ing un­til his re­tire­ment to Read­ing, Berk­shire, in 1946.
