Fuller was educated at the Monson Academy, Wilbraham, Massachusetts (1881-84), and the Andover Newton Theological School, Newton Centre, Massachusetts. He was ordained in Canaan, New Hampshire, September 11, 1887, and served as a pastor in Canaan until September 1889. He held various subsequent pastorates, including ones in Stratford, New Hampshire; Coos, New Hampshire (1890-91); Salem, New Hampshire (1892); Gardner (1892-97); Barre, Vermont (1897-1903); and Manchester Center, Vermont (1908-11). He also served as General Secretary for the Vermont Sunday School Association (1903-08), and the new Hampshire Sunday School Association (1911).

Fuller married twice, to Edith Thompson (1861-1926) and Jeannette R. Thompson (1859-1952). His works include:
