Lycurgus was the son of Jesse Ford and Mary Powell, and husband of Avis Mabel Woodin (married 1885, Summit County, Ohio).

He was living in Liberty Township, Hancock County, Ohio, in 1860. By 1900, he was in Phil­a­del­phia, Penn­syl­van­ia. He seems to have been a mathematics teacher. His works in­clude:
