Cutter moved as a child to Port­land, Maine. He was ed­u­cat­ed at Bow­doin Col­lege, gra­du­at­ing in 1821.

A mem­ber of the Con­gre­ga­tion­alist de­nom­in­a­tion, he worked in bu­si­ness for some time in Port­land, and lat­er in Brook­lyn, New York.
