George was the son of Captain Thomas Cotton, who was killed in action the year George was born.
George was educated at Westminster School and at Trinity College (BA 1836).
He served as assistant master at Rugby School (1837–52), and became headmaster at Marlborough in 1852.
In 1858, he was appointed Bishop of Calcutta (now Kolkata), succeeding Dr. Daniel Wilson.
However, Cotton never assumed the duties of his post: he drowned disembarking from his ship.
