A student of organist Will­iam Hors­ley, Bur­rowes lived in Lon­don nearly 40 years, and played the organ at the Church of St. James, West­min­ster.

He helped found the Phil­har­mon­ic So­ci­ety, and wrote an overture used as the concluding item at the Society’s concerts. He also composed piano pieces, and his Single Chant in E was included in Cathedral Psalter Chants (1875). His other works in­clude:
