Henry was the son of James Buck­oll, Rector of Sid­ding­ton.

Hey was educated at Rug­by and Queen’s College, Ox­ford (BA 1826). He became assistant master at Rug­by in 1826, and took Holy Orders in 1827. His works in­clude:
