Ballington was the son of William Booth and Catherine Mumford, and husband of Maud Charlesworth.
He commanded the Salvation Army in Australia (1885–87) and America (1887–96).
In 1896, after policy disagreements with his father, he left the Salvation Army and founded Volunteers of America, serving as its president for 44 years.
