Lucy was the daughter of Salvation Army (SA) founder William Booth, and wife of Emanuel Daniel Hellberg.
At age 16, Lucy and her sister Emma went to India to work with the SA there. Lucy and her husband Emanuel rose through the ranks to jointly command the Indian Territory. She and Emanuel took the names Ruhani and Raj-Singh, respectively.
They were appointed to France and Switzerland in 1896. After Emanuel died in 1909, Lucy became territorial commander for Denmark, Norway, and South America. She retired in 1934.
