Ballington was the son of Will­iam Booth and Cath­er­ine Mum­ford, and husband of Maud Charles­worth.

He commanded the Salvation Army in Aus­tral­ia (1885–87) and Amer­i­ca (1887–96).

In 1896, after policy disagreements with his father, he left the Salvation Army and founded Volunteers of Amer­i­ca, serving as its president for 44 years.
