Blackall attended the Royal College of Music (1894–97). He served as assistant organist at St. Anne’s, Soho (1897–98); organist at St. Mary’s Collegiate Church, Warwick (1898–1945); chorus master and assistant conductor of the Birmingham Festival Choral Society (1904–23); conductor of the Birmingham Bach Choir (1930–33); principal of the Birmingham and Midland Institute School of Music (1934–45); music lecturer at Birmingham University (1919–45); and sub-warden and lecturer at the College of St. Nicholas, Royal School of Church Music, Canterbury, 1945. One of his major compositions was the choral music for the 1906 Warwick Festival.
