Baxter at­tend­ed sing­ing schools in Georg­ia, and taught school for a while. She mar­ried Jesse (Pap) Bax­ter in 1918, and be­came Pre­si­dent and Gen­er­al Man­ag­er of the Stamps Bax­ter Mu­sic and Print­ing Com­pa­ny af­ter his death in 1960. She was in­duct­ed in­to the Gos­pel Mu­sic As­so­ci­a­tion Hall of Fame in 1981, and South­ern Gos­pel Mu­sic As­so­ci­a­tion Hall of Fame in 1997. Her works in­clude:
