Bartlett was the son of Hi­ram Fra­ser Bart­lett and Ma­ry Eliz­a­beth At­well, and husband of Joan Ta­tum.

He attended the Hall-Moo­dy Institute, Mar­tin, Ten­nes­see, and Will­iam Jew­ell College, Liberty, Mis­sou­ri. He taught singing schools throughout the southern United States, founded the Hartf­ord Music Company in Hart­ford, Ar­kan­sas, and was editor of the music magazine Herald of Song. His son Eu­gene, Jr. was also a hymnist and composer.
