Bartlett attended the Hall-Moody Institute, Martin, Tennessee, and William Jewell College, Liberty, Missouri. He taught singing schools throughout the southern United States, founded the Hartford Music Company in Hartford, Arkansas, and was editor of the music magazine Herald of Song. His son Eugene, Jr. was also a hymnist and composer.
