Henry was the son of Hartvig Axel Bagger and Agnes Horneman, and husband of Margaret Finck.
He was a graduate of Muhlenberg College, Allentown, Pennsylvania (1915), and the Lutheran Theological Seminary, Philadelphia, Pennsylvania (1919).
He also studied at Columbia University, New York City, and the University of Pennsylvania (MA 1919).
He was ordained in 1919, and served at St. Paul Church, Morgantown, West Virginia (1919–21), and the First English Church, Butler, Pennsylvania (1921–30).
He then served two terms as president of the Pittsburgh Synod; pastor of Holy Trinity Church, Lancaster, Pennsylvania (1940–52); and president of the Lutheran Theological Seminary, Philadelphia.
He retired in 1952.
