Son of Henry Powell and Mary Sophia Watson Powell, James was educated at Exeter College, Oxford (BA 1864, MA 1869). In 1881, he was Curate of St. Andrew’s, Marylebone, Middlesex. He descends from the same line as Robert Baden-Powell (1857–1941), founder of the Boy Scouts and Girl Guides. His works include:
