James was the son of Henry Pow­ell and Mary So­phia Watson. He descended from the same line as Ro­bert Ba­den-Pow­ell (1857–1941), founder of the Boy Scouts and Girl Guides.

James was educated at Ex­e­ter Col­lege, Ox­ford (BA 1864, MA 1869). In 1881, he was Curate of St. And­rew’s, Mar­y­le­bone, Mid­dle­sex. His works include:
