Charles was the son of John Will­iam Ast­ley of Du­kin­field, Che­shire.

He was educated at Je­sus College, Ox­ford (of which he was a Scholar; BA 1847, MA 1849). Taking Holy Orders in 1849, he was Evening Lecturer, Bid­e­ford, 1849; Incumbent of Hol­well, Ox­ford­shire (1850–54); Vicar of Mar­gate, Kent (1854–64); Rector of Bras­ted, Kent (1864–78); and minister of a Pres­by­ter­i­an congregation at Llan­dud­no, Wales (1879).
