Charles was the son of John William Astley of Dukinfield, Cheshire.
He was educated at Jesus College, Oxford (of which he was a Scholar; BA 1847, MA 1849). Taking Holy Orders in 1849, he was Evening Lecturer, Bideford, 1849; Incumbent of Holwell, Oxfordshire (1850–54); Vicar of Margate, Kent (1854–64); Rector of Brasted, Kent (1864–78); and minister of a Presbyterian congregation at Llandudno, Wales (1879).
